A white double‑headed eagle with a red shield on its chest and a crown above its heads sits near the hoist on a red, blue and white tricolour. The red‑blue‑white order descends from the Russian flag turned upside down — according to one account, Prince Miloš Obrenović suggested the reversal in 1835 and both the Ottoman sultan and the Russian consul accepted it. The state flag with the coat of arms was reintroduced in 2004 and the plain civil version had been used since the nineteenth century.
Colour the three horizontal bands first — red at the top, blue in the middle, then leave the white bottom band empty. The double‑headed eagle sits near the hoist and is filled with tiny detail, so trace it carefully with a fine tip after the bands are done.
